FEMA's Substantial Improvement/Substantial Damage Desk Reference (FEMA P-758) says that for a pre-FIRM home in an A zone, a lateral addition that is not structurally connected (only a doorway cut into the common wall) and involves no other work must itself be elevated if it is a substantial improvement, but the original building need not be. In V zones, the compliance matrix requires both the addition and the existing building to comply even when the addition is not structurally connected.

Unincorporated Hillsborough County's Land Development Code (Sec. 6.11.02) limits accessory dwelling living space to 900 square feet, requires a lot of at least 7,000 square feet and an owner-occupied principal home, allows attached or detached units, and allows one per lot. A variance to go larger is available only on lots of at least 14,520 square feet, and then to no more than 1,200 square feet or 25 percent of the main home's living space, whichever is less; living space includes storage and laundry.

Apollo Beach is unincorporated, so the flood test is Hillsborough County's. The county counts volunteer labor and donated or discounted materials at full market value, so doing part of the work yourself does not lower the figure. It measures against the Property Appraiser's FEMA 50 percent value or an independent appraisal, and the appraisal is the lever if that value looks low. The county's guidance page still quotes a 12-month cumulative definition that state law has since barred local governments from enforcing, so ask the county how it counts recent work, storm repairs included. How the suite joins the house matters too: in an A zone, a lateral addition connected only by a doorway can keep the existing home out of the elevation requirement, which is not the case in a V zone. Seven in ten homes here were built in 2000 or later. A suite with its own kitchen is an ADU under county rules, capped at 900 square feet.
