Dunedin issues its own permits, and its ADU rules come with three conditions to design around. The unit shares the main home's utilities, because a separately metered connection is not allowed. No more than three people may live in it, two of them immediate family. And the owner must occupy one of the units as a homesteaded residence, under a notarized affidavit that is recorded. The city's median age is 58.0, with 40.8 percent of residents aged 62 or older. Dunedin's NFIP record carries 1,601 claims, 791 of them in 2024, so the parcel's flood zone and the structure value on the Property Appraiser's FEMA letter come before the footprint. As a city homestead, a Dunedin home is outside the county's parent or grandparent reduction.

Dunedin's ADU code (Sec. 107-21) states its purpose as small dwellings to meet the housing needs of elderly persons of modest income. It permits one ADU of up to 800 square feet on any single-family lot, attached or detached, prohibits a separate metered utility connection, limits occupants to three (two of immediate family relation), and requires the owner to occupy either unit as a homesteaded residence under a recorded notarized affidavit.

Because the Pinellas County parent or grandparent reduction requires the property to be in unincorporated Pinellas County, homesteads inside St. Petersburg, Clearwater, Largo, Pinellas Park, Dunedin, Seminole, Safety Harbor, Tarpon Springs and Oldsmar do not qualify under the county program as the Property Appraiser describes it.
