Largo's 2025 ADU code and garage conversion standards

Largo's Comprehensive Development Code (Sec. 16.14, Ord. 2025-01) does not permit ADUs in the Coastal High Hazard Area or the Special Flood Hazard Area, caps an ADU at 800 square feet or 50 percent of the principal home's living area, whichever is less, requires either the main home or the ADU to be owner-occupied, and requires a notarized affidavit that the unit, if rented, will be rented only at an affordable rate as defined in F.S. 163.31771.

Largo's garage conversion standards require a replacement on-site parking space if the garage was the only one, architectural consistency with the home, and compliance with the ADU section if any part of the enclosed garage is used as an accessory dwelling unit.

Because the Pinellas County parent or grandparent reduction requires the property to be in unincorporated Pinellas County, homesteads inside St. Petersburg, Clearwater, Largo, Pinellas Park, Dunedin, Seminole, Safety Harbor, Tarpon Springs and Oldsmar do not qualify under the county program as the Property Appraiser describes it.

Largo's ADU ban in flood zones and what it leaves open

Largo rewrote its ADU rules in 2025 and they are specific. Outside the flood zones an ADU may be up to 800 square feet or half the main home's living area, whichever is less; either the house or the unit must be owner-occupied; and a notarized affidavit commits any future rental to an affordable rate as state law defines it. Garage conversions have their own conditions. If the garage was the only parking, a replacement space has to be planned, the finished work has to match the house, and a kitchen anywhere in the enclosed garage brings in the ADU limits. The median age in Largo is 49.3, and 497 of the city's 781 NFIP claims came in 2024. Largo homesteads sit outside the county's parent or grandparent tax reduction.
