Why a Largo flood-zone suite shares the kitchen
Families often picture a suite with a small kitchen so a parent can make their own breakfast. On many Largo lots that picture has to change before anything is drawn. Largo's code, rewritten under Ordinance 2025-01, does not permit accessory dwelling units in the Special Flood Hazard Area or the Coastal High Hazard Area, and Florida defines an ADU by its separate kitchen, bathroom and sleeping area. Leave the kitchen out and the suite is a bedroom, bath and sitting room added to your home. Put one in and, on those lots, there is no category to build it under.

Largo's rules if the lot is outside the flood zones
If the flood map puts the parcel outside both zones, a Largo suite with its own kitchen becomes possible as an attached ADU, with conditions to weigh before you choose it. It is capped at 800 square feet or half the main home's living area, whichever is less. Either the house or the unit must be owner-occupied. And the owner signs a notarized affidavit that the unit, if it is ever rented, will be rented only at an affordable rate as state law defines it, which binds the family's later options.

Largo's 2025 ADU ordinance on flood hazard lots
Largo's Comprehensive Development Code (Sec. 16.14, Ord. 2025-01) does not permit ADUs in the Coastal High Hazard Area or the Special Flood Hazard Area, caps an ADU at 800 square feet or 50 percent of the principal home's living area, whichever is less, requires either the main home or the ADU to be owner-occupied, and requires a notarized affidavit that the unit, if rented, will be rented only at an affordable rate as defined in F.S. 163.31771.

Because the Pinellas County parent or grandparent reduction requires the property to be in unincorporated Pinellas County, homesteads inside St. Petersburg, Clearwater, Largo, Pinellas Park, Dunedin, Seminole, Safety Harbor, Tarpon Springs and Oldsmar do not qualify under the county program as the Property Appraiser describes it.
