Largo's garage conversion standards require a replacement on-site parking space if the garage was the only one, architectural consistency with the home, and compliance with the ADU section if any part of the enclosed garage is used as an accessory dwelling unit.

Largo's Comprehensive Development Code (Sec. 16.14, Ord. 2025-01) does not permit ADUs in the Coastal High Hazard Area or the Special Flood Hazard Area, caps an ADU at 800 square feet or 50 percent of the principal home's living area, whichever is less, requires either the main home or the ADU to be owner-occupied, and requires a notarized affidavit that the unit, if rented, will be rented only at an affordable rate as defined in F.S. 163.31771.

Largo's three conditions on a garage conversion
Turning the garage into a bedroom and bath for a parent uses a roof and walls the house already has, which is why it appeals. Largo attaches three conditions. If the garage was the only on-site parking, a replacement space has to be provided. The converted garage has to be architecturally consistent with the home, so the old door opening becomes a wall, windows and finish that look like part of the house. And if any part of the enclosed garage is used as an accessory dwelling unit, it has to comply with Largo's ADU section, which does not allow ADUs in the Special Flood Hazard Area or the Coastal High Hazard Area.

Kitchen or not in a Largo garage suite
The kitchen decision matters more in a Largo garage than it first appears. Without one, the converted garage is living space added to your home, and the garage standards are the rules to meet. With one, the ADU section applies: 800 square feet or half the main home's living area at most, owner occupancy of one unit, and the affordable-rate affidavit on any future rental. On a flood hazard lot, a kitchen in the garage is not an option at all, so settle the flood zone before the layout.

Architectural consistency with the home is a written standard, so the closed door opening needs a finish that fits.
