Overview

What converting a garage into a suite involves

A garage conversion closes the door opening, insulates and finishes the space, and brings plumbing to it for a bathroom, so a parent can live in a room that already has a roof, walls and a foundation. It looks like the simplest route to a suite, and it hides more questions than any other. Garage floors usually sit lower than the house, and in a flood zone that matters: New Port Richey's rules, for one, allow only parking, access and limited storage below the base flood elevation. The conversion's cost also counts toward the substantial improvement test. What decides whether a garage can become a suite

The roof and walls are already there, which is the appeal. These are the things that decide whether the space under them can legally become a bedroom.

Slab height against the flood elevation

In a flood zone the living space has to be at the right height. New Port Richey allows only parking, building access and limited storage below the base flood elevation, and requires bathrooms and laundry at or above it.

Cost against the value of the house

Federal flood rules count any improvement, not only additions. At 50 percent of the structure's market value a conversion becomes a substantial improvement, and the whole house may have to meet current flood rules.

Whether it gets a kitchen

Add a kitchen and the garage becomes an accessory dwelling. Largo applies its ADU section if any part of an enclosed garage is used as one, and Pasco requires the garage door removed and the opening closed for an ADU conversion.

Parking

If it was the only garage, some codes want the parking replaced. Largo requires a replacement on-site space and a result that is architecturally consistent with the house.

Where the plumbing can go

A bathroom means cutting the slab for drains and tying into the house's sewer or septic. Where a home relies on septic and well, Pasco requires Health Department approval for an ADU.

A permit you can show the property appraiser

Pasco offers the parent or grandparent reduction for construction on an existing homestead and asks for a copy of the final building permit with the application. An unpermitted conversion leaves you nothing to apply with.

  4. Permit and build

    The contractor applies for the permit, closes the opening, raises or finishes the floor, runs the plumbing and finishes the room, with inspections along the way.

  5. File any reduction application

    If a parent or grandparent aged 62 or older lives there, the application goes to the property appraiser before March 1. The state form asks for a description of the work, its completion date and whether a building permit was obtained.

When the garage should stay a garage

When you may not need this at all

  • If you need the garage for a car, a boat or storing hurricane shutters, losing it can cost more than the room gains. Price a small addition beside the conversion before you decide.
  • If the slab sits well below the flood elevation, raising the floor and meeting flood rules can make a conversion harder than a small addition built at the right height.
  • If the house already has a ground-floor bedroom and only the bathroom is the problem, a bathroom modification inside the house may be the whole job. That is a different trade, and a smaller one.
  • If you plan to do the work yourself and might sell within a year, note that Florida presumes an owner-builder project sold or leased within a year of completion was built for sale, which falls outside the exemption.

Questions about converting a garage for a parent

Does a garage conversion need a permit in Florida?

Yes. Turning a garage into living space alters the building and changes its use. Temple Terrace, for example, requires a permit from its Building Department before anyone alters a building, and it does not take applications that need zoning or plan review by email.

Will the garage floor need to be raised?

Often, for two reasons: to meet the floor of the house, and, in a flood zone, to put the living space at the right height. New Port Richey requires bathrooms at or above the base flood elevation. The contractor measures it before pricing.

Can a converted garage have a kitchen?

Then it is usually an accessory dwelling rather than a room. Largo applies its ADU rules if any part of an enclosed garage is used as a dwelling unit, and unincorporated Hillsborough allows one kitchen per home.

Is a garage conversion cheaper than an addition?

Sometimes, because the roof, walls and slab exist already. That stops being true when the floor has to come up a long way or the conversion pushes the house over the flood improvement line. The contractor prices it, so ask for a small addition priced beside it.

Can I do some of the work myself?

Florida allows an owner-builder on their own home with direct onsite supervision, as long as no unlicensed person is hired to run the job. In Hillsborough, though, volunteer labor and donated materials are still counted at market value in the flood improvement cost, so doing it yourself does not change that figure.
