Pinellas County's garage apartment and parent reduction rules

Unincorporated Pinellas County (Sec. 138-3210) allows accessory apartments, garage apartments and guest houses up to 1,000 square feet, or 750 square feet in the Coastal Storm Area or flood hazard areas, counting connected unconditioned space such as a garage. The unit needs a separate entrance, sleeping quarters, a bathroom and a full kitchen with sink, cooking unit and refrigerator; either the main home or the ADU must be owner-occupied, separate meters may be permitted, and development review fees are waived.

The Pinellas County Property Appraiser says the qualifying living quarters must have their own fixtures and cannot share those of the existing structure: they need their own bathroom and an efficiency or kitchen, and construction must be complete before January 1 of the year the reduction is sought.

The Pinellas County Property Appraiser states that Pinellas County adopted the parent or grandparent reduction (tax code Chapter 118, new Article VIII) effective for the 2025 tax year, and that to qualify the property must be located in unincorporated Pinellas County.

What the county counts in a Palm Harbor garage apartment
Converting the garage gives a parent ground-floor rooms in Palm Harbor without a new foundation, since the slab, walls and roof are already there. Once the converted space has a kitchen, it is an accessory or garage apartment under Pinellas County's code, and the county's arithmetic matters. The limit is 1,000 square feet, or 750 in the Coastal Storm Area or a flood hazard area, and connected unconditioned space such as a garage counts toward it. Keep half the garage for the car and that half is measured in, so plan the split with the cap in hand.

Kitchen, entrance and the tax reduction in a Palm Harbor garage
A converted garage with its own kitchen has to meet the county's full apartment standard: a separate entrance, sleeping quarters, a bathroom and a full kitchen with sink, cooking unit and refrigerator. Decide where that entrance goes when the garage door opening is closed. If the apartment is for a parent or grandparent aged 62 or older on your homestead, the same kitchen and bath are what the county's reduction asks for, which is not an option for homesteads in the Pinellas cities.
Measure what stays garage
Connected unconditioned space counts toward the 1,000 or 750 square foot limit.
Plan the separate entrance
The county requires one for an accessory apartment, so decide where it goes before the door opening is framed in.
Keep the fixtures separate
The Property Appraiser says qualifying quarters cannot share the existing structure's fixtures: they need their own bathroom and an efficiency or kitchen.

Palm Harbor garage conversion questions
Is a garage conversion without a kitchen still an apartment in Palm Harbor?
Under Florida's definition an accessory unit has its own kitchen, bathroom and sleeping area, so a converted garage without a kitchen is a room added to your home. It would not meet the county's parent or grandparent reduction either, which asks for quarters with their own kitchen and bath.
Are there county review fees for a Palm Harbor garage apartment?
Pinellas County waives development review fees for accessory apartments, garage apartments and guest houses under its code. Ask the contractor to list any other fees in the quote.
