What an in-law suite addition is, and where the kitchen draws the line
An in-law suite is living space joined to your house: usually a bedroom, a bathroom your parent can use without help, a sitting area, and often a door of its own to the yard. It stays part of one home, which is what keeps the permit an addition rather than a new dwelling. The feature that changes that is a kitchen. Florida's ADU statute defines an accessory unit by its separate kitchen, bathroom and sleeping area, and each city and county around Tampa Bay draws that line in its own code. What decides the rules an in-law suite is built under
Size and finishes matter, but they are not what decides an in-law suite here. These are the things that decide which rulebook the suite falls under, and so what a contractor can put in front of you.
Whether the suite has its own kitchen
In unincorporated Hillsborough a home may have one kitchen, meaning a sink, stove and refrigerator. A second one needs special use approval and may not be designed to create a second unit, so adding a kitchen means applying for an accessory dwelling, not an addition.
Which government's code covers the lot
Brandon, Riverview and Lutz are unincorporated, so Hillsborough County Development Services reviews the plans. Tampa, Temple Terrace and Plant City run their own. The same suite can be a routine addition under one and a special use under the next.

Outside four designated neighborhoods, Tampa allows a second unit only as an Extended Family Residence: 600 square feet, a homesteaded property, relatives only, two occupants, no rent and no separate meter.
Where the suite meets the house
Hillsborough's code says any part of a home that cannot be reached from inside and does not meet the accessory dwelling rules may not be used for sleeping. An interior door is not a detail.
The flood zone, and what the house is worth
In a Special Flood Hazard Area, an addition costing 50 percent or more of the structure's market value is a substantial improvement under federal flood rules, and the existing house may have to meet current flood standards too.
Who will live in the suite, and their age
Florida lets a county reduce the assessment on new quarters built for a parent or grandparent aged 62 or older. Hillsborough and Pasco offer it; in Pinellas it applies only to unincorporated addresses and the quarters need their own bath and kitchen. The property appraiser decides each application.
Wind design for the new walls and roof
New construction is designed to the current code wind speed. Pinellas County sets 145 mph for ordinary homes, which shapes the windows, doors and roof connections the contractor has to price.

Jurisdiction, flood zone and the kitchen question, before a plan exists. In Pinellas, the Property Appraiser publishes a FEMA letter for each parcel showing the structure value used for the 49 or 50 percent test.

Plans, contract and permit
The contractor draws the plans, writes the contract and applies for the permit. A contractor who takes more than 10 percent of the price up front on residential work must apply for permits within 30 days under Florida law.
Build, inspect and move in
Inspections follow each stage of the build. If a parent or grandparent aged 62 or older will live there, any reduction application goes to the property appraiser before March 1 of the first year it is sought.

When an in-law suite is not the answer, and what we do not arrange
When you may not need this at all
- If your parent can manage a room you already have and the real problem is the bathroom, a bathroom modification inside the house is a different and smaller job. It needs no addition, and it is not work this site arranges.
- If the house has a first-floor room nobody uses, such as a den or a formal dining room, converting it may give a parent a bedroom without adding a square foot. Ask the contractor to price both.
- If you might want to rent the space to someone else one day, family quarters may not allow it. Tampa's Extended Family Residence rules prohibit rent outright.
- If the day will need nursing care, plan the care first. The space should follow what the care needs, not the other way round.
What is out of scope
- Pricing, bidding or contracting the work. The contractor you choose does all three, and the contract is between you and them.
- Zoning and permit decisions, which belong to the city or county.
- Tax advice, or a view on how an application for the parent or grandparent reduction will turn out. The property appraiser decides.
- In-home care, medical equipment or care planning.
- Bathroom or doorway changes inside the existing house where no new space is built.

Questions families ask about in-law suites in Florida
Can an in-law suite have a kitchenette?
Ask before you design one. Florida's ADU statute defines an accessory unit by its separate kitchen, bathroom and sleeping area, and unincorporated Hillsborough allows one kitchen per home, so a second one needs special use approval. Whether a sink and a small fridge count depends on the code for your lot, which is the first thing we look up.
Will an in-law suite raise my property taxes?
Expect the assessment to change. Under Save Our Homes, an addition is assessed at just value as of the first January 1 after it is substantially complete. Where the county offers the parent or grandparent reduction, it may offset part of that, and the property appraiser decides each application.
Do I need a licensed contractor, or can I build it myself?
Florida lets an owner act as their own builder on a one- or two-family home for their own use, but only with direct, onsite supervision, and they may not hire an unlicensed person to run the job. Most families use a licensed residential or building contractor, and the contractors we connect you with hold a Florida license you can check yourself.
What does an in-law suite addition cost?
The contractor prices it; we never do. What moves the number most here is the kitchen decision, whether the flood rules reach the existing house, the bathroom layout and the foundation. Tell us those and the price you get back is for the suite you actually need.
What should the contract include?
Florida requires a boldfaced construction lien notice in any direct contract over $2,500 on a one-to-four family home, and residential contracts over $2,500 must carry a written notice of the Homeowners' Construction Recovery Fund. If either is missing from the paperwork you are given, ask why.
