That rules out the obvious spot beside the front door on many lots, and it is easier to settle on a sketch than after a contractor has priced a front porch.

If your parent will cook in the suite, it goes through Clearwater's Level One review in the low and low-medium density residential districts, one unit per parcel where density conforms. Fix the entrance and the size on a sketch first; those are the two standards an attached unit has to meet beyond the district itself.
