Safety Harbor's lot test, city zoning and county permit
Safety Harbor sets a floor as well as a ceiling: an ADU must be at least 300 and no more than 800 square feet, and no more than half the main home. Two occupants at most, and owner occupancy is shown through the Pinellas homestead exemption. The paperwork splits in two, because zoning is the city's while the building permit is filed with Pinellas County's Building and Development Review Services. Seven in ten homes here date from 1980 or later, so the tie-in to the existing house is usually to newer framing. Flood claims are few: 147 across the whole NFIP record. Safety Harbor homesteads fall outside the county's parent or grandparent tax reduction.

Safety Harbor permits ADUs in all single-family districts at 300 to 800 square feet, not more than 50 percent of the principal home, with no more than two occupants, owner occupancy shown by Pinellas homestead status, and detached units outside the E-1 district only on corner lots or lots with improved alley access (Sec. 36.01).

Because the Pinellas County parent or grandparent reduction requires the property to be in unincorporated Pinellas County, homesteads inside St. Petersburg, Clearwater, Largo, Pinellas Park, Dunedin, Seminole, Safety Harbor, Tarpon Springs and Oldsmar do not qualify under the county program as the Property Appraiser describes it.
