Seminole's owner-occupancy rule and a light flood record
One of the two units has to be owner-occupied, which works whether the family stays in the main house or a parent who owns it moves out back. Flood is less likely to decide the design here than in most Pinellas cities: Seminole's NFIP record holds 223 claims, 180 of them in 2024, though the parcel still needs checking before a foundation is chosen. Seminole runs its own building department, so the permit and inspections are the city's.

Why a small Seminole lot can still take a cottage
The usual reason a backyard cottage fails on paper is the lot: not enough room for the unit and the extra car space many cities require. Seminole removes that hurdle. Its code exempts accessory units from district density and parking requirements, and it allows accessory apartments, garage apartments and guest houses of up to 750 square feet on single-family lots in all residential districts. That leaves the footprint of the cottage itself and a path to the house as the pieces to fit. Separate utility meters are allowed as well, so your parent's cottage can carry its own electric and water accounts.
